MS XML parser — эта библиотека универсальна и часто применяется различными бухгалтерскими программами в качестве вспомогательной. Библиотека также обеспечивает доступ приложениям, применяющим обработку данных с использованием языков JScript, VBScript доступ к формату данных XML.
В частности, библиотека применяется в ряде программ : 1С 7.7 и 8, пакетами отчетности ОПЗ 1.30-1.36, EDZV 1.26-1.28 (Єдине вікно) для экспорта отчетов и деклараций в файлы формата XML.
Обратите внимание, что для разных версий Windows применяются разные библиотеки. Скачайте и установите версию библиотеки, соответствующую вашей ОС — в наличии для 32-битных версий Windows XP, Windows 7, Windows 8.1 и 10 и 64-битая версия для Windows 7, 8, 10.
MSXML 4 не заменяет MSXML 3.0, если таковая уже была установлена на компьютере.

Step 6:Running the Command Prompt with administrative permission - Paste the command below into the Command Line that will open up and hit Enter. This command will delete the damaged registry of the Msxml.dll library (It will not delete the file we pasted into the System32 directory; it will delete the registry in Regedit.
