Я хоть и не работник фирмы, поставляющей оборудование Rolland, но постараюсь помочь, сделав за них их работу
1. Что значит не видит система? 
Поставщик был обязан вам выдать драйвер для вашей системы (они разные для Win 98, 98SE, ME и для Win 2000, XP, NT). Этот драйвер предполагает что после его корректной установки ваш режущий будет восприниматься системой как стандартный принтер (но со специфическими функциями) и позволяет резать прямо из-под Корела, отправаляя на него изображение как на печать. Но при этом куча мороки, надо выставлять размер страницы соответсвенно полю резки, не перепутать книжную и альбомную ориентацию листа (в 2-х местах).
Даже если вам таковой драйвер не предоставили его всегда можно скачать на сайте производителя, думаю вы его легко найдете через любой поисковик (сайт в смысле), а уж там в разделе DOWNLOAD ищите свой каттер и свою систему.
2. Практически все модели режущих плоттеров воспринимают команды от ОС в понятном для них языке HPGL. Существует масса программ, которые эмулируют команды в этом языке и отдают их на порт, к которому подключен режущий.
В этом случае не требуется даже установка драйвера, поскольку эти команды идут в довольно архаичном языке ( ведь все режущие выросли из графопостроителей 50-60-хх годов по своей сути).
Раздобыть эти программы можно в массе мест, купить лицензионные программы, найти где-нибудь ломанные (но я лично против такового пути, поскольку как правило эти «ломанные» программы имеют свои глюки, не говоря уже про то, что поддерживать пиратов не совсем этично).
А можно зайти в этот раздел нашего сайта и скачать удобную программу PlotCut. Многие наши покупатели, причем не только пользующиеся DGI но и другими марками пользуются с успехом.

то есть у вас алгоритм таков:
- определится может ли вообще ваш компьютер увидеть режущий (работает ли порт вообще) например печататет ли любой принтер, будучи подключенным на этот порт
и дальше уже идти по любому из двух предложенных путей.
