так ну вроде решилось удалением из ветки реестра
пишу как можно избыточно подробнее во избежании блужданий
заглядываем в журнал
Администрирование — просмотр событий — Журналы приложений и служб —
Microsoft-Windows-ServerManager-ManagementProvider/Operational
и для всех предупреждений с кодом 45 вида
Сбой при открытии метаданных владеющего поставщика для канала: Microsoft-Windows-Windows Defender/Operational [hResult: Ошибка исполнения функции., hLastResult: Не удается найти указанный файл.].
удаляем раздел реестра
HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionWINEVTChannelsMicrosoft-Windows-Windows Defender/Operational
у меня таких строчек набралось 14, соответственно удалил 14 разделов реестра
для примера привожу их здесь

не знаю можно ли этот метод считать корректным решением проблемы, но Диспетчер серверов снова зеленый и проблема управляемости ушла
возможно в эти разделы необходимо было добавить некий ключ (эксперименты положительного результата не дали)
так же заметил что при переходе с 2012 на 2012R2 этих разделов реестра нет, и соответственно проблемы тоже нет, соответственно они наследовались при переходе с 2008R2сооответсвенно предложение в Microsoft при upgrade на 2012R2 контролировать
ветку реестра убирая/добавляя каналы HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionWINEVTChannels
или если это невозможно включить в следующий сервиспак исправления каналов для диспетчера серверов
может каналы управляются откуда то еще, предоставляю информацию как есть, у меня получилось
PS предполагаю что информация окажется полезной, впереди еще много переходов на 2012R2

Added a nano server to Server Manager, but it produces an error under Manageability ‘Cannot get BPA results’. Looking into it set script execution to unrestricted and it shows error «The specified module ‘BestPractices’ was not loaded because no valid
module file was found in any module directory»Anyway to supress this? Any plans to add BPA for nano server? Its making my dashboard look untidy.

Thank you bringing this our attention. I have engaged the Product Group and confirmed that BPA isn’t and won’t be supported on Nano Server due to a variety of dependencies. A bug has been opened to ‘suppress’ the error when the system is detected as a Nano

I managed to fix this — but not sure WHY the fix worked! 
The fix for me was to run BPA from the GUI. The GUI version worked, and following that, so did the cmdlets.
Weird.

Thanks. If you looked at that question, you would see it has no answer. Also, I have no GPOs in place here.

Now it gets weird.
I had this error on all 5 of the domain joined servers.
But…
I ran a BPA scan using the GUI. It worked fine — and after that Get-BPAModel worked.
I am certain it’s just voodo — but I’ll take a resolution any way I can.

посмотрел логи нашел следующице:

нашел что это такое:

Помогает только перезагрузка но через 3 часа — день снова ошибка
Подскажите в какую стороноу копать
PS думаю проблемма либо в доступе либо в обновлении
